Adds a toolbar button and menus for restarting the browser.
Menus are not installed, only the toolbar button and shortcut key (Ctrl+Alt+R), for Pale Moon beginning with Pale Moon version 27.5.0 and Restart Browser version 1.2.0 (since these features are now built-in to the browser).
